In New York City, the Department of Transportation is responsible for designing and maintaining streets.  Like its counterparts in other cities, however, it has long focused on moving vehicles. 
Glynis Berry initiated to form a Pedestrian Program Group in The NYC Department of Transportation, obtained Grants, and introduced the City Pedestrian=Traffic Calming Program.
